That would mean that ALL Ip addresses could be taken to another provider/network and that it works. For example if a client has a /24 PA and they go to another network they need the option to take it with them. At least if you compare it to phone number portability in the Netherlands.
Phone numbers compare better to DNS A-records than IP-addresses. I didn't in any way suggest that addresses should transfer between providers. My point is that there are technical solutions and operational practises available that greatly simplify renumbering, and I'd prefer to see those being refined (and enforced) over changes to RIR policies. This is thus an issue that is better addressed by a combination of standards bodies (IETF), tech communities and market regulators. I'm aware of complexities such as crypto certificates, but that's only a symptom of bad solutions which lack dynamic mechanisms to deal with necessary changes. I see the need for some very limited use of PI, but I don't feel the need for more permissive policies than we already have. //per
