I actually disagree - it's an inseparable part of the proposal to work out how the effects on membership and charging scheme can look like, and what to propose. When the address policy community agrees on a) the proposal, and b) how a new charging scheme that takes this into account, we pass the ball to members-discuss / the AGM to take our input and decide on the final charging scheme - but without solid agreement from here, the end result will be "disconnection". So the discussion needs to stay here, until this community is in agreement. (Of course we give a HEADS UP to the members and the NCC board - for example by giving a short summary in the NCC services working group, at the RIPE meeting...)
