They do have to provide IPv6 services to other organizations though: "... have a plan for making sub-allocations to other organisations and/or End Site assignments within two years."
A plan isn a plan and not a commitment, though. No-one's going to take the LIR's space away if they miss the target. On that basis, we know that this requirements is purely a form of words and has no real value. Regards, Leo
