That is because of a wrong policy which allows trading them. If there is a wrong doing, and it is being practiced by many, it doesn't mean it is correct. When some organizations are selling their IP addresses, it means that they don't need these addresses for their internal use. Which means the reasons they introduced to NCC to justify their need, either do not exist any more or were fake in the first place. Whatever the reason, those blocks have to be returned to NCC pool.
