Whereas the existing policy wording promotes a non-wasteful use of addresses, it prevents the implementation of addressing plans that are aligned with federated organisational structures where the principle of subsidiarity is followed and members are highly autonomous. Such addressing plans may be required in large organisations or federations of autonomous states, which in addition to membership of the containing whole, may require autonomous routing and addressing plans.
