I got near hundred of PIs for my clients at almost all RIPE region, and never hear about any problems with reachability. So it is just scare tale in fact ;)
But then, RIPE policies would allow for (or even enforce) PI networks smaller than /24 to be assigned - which will most likely NOT be reachable from the Internet ...
