Because ISPs should use PA (as LIR). It's their job to hand out addresses to their customers.
Isn't this supposed to be a market of current LIRs to act as a local registry agent and hand out (renting) smaller blocks (/48 for example) of their own PA space to anyone who is willing to use and route it? A LIR does not have to be an ISP, and vice-versa. It just happens most companies are both for the ease of administration. A LIR is nothing more than an administration office and has to act according to RIPE policies when assigning address space to their customers and keep the RIPE whois database up-to-date.
