I don't know where you got this 1,75 Euro number or what on earth gives you the idea that the price will remain fixed. As supply diminishes, the price goes up. I guess this wouldn't stop any commercial from reselling to a client who asks for it, and certainly can pay for it, if conservation is abandonned.
