Though I would like to read the Impact Analysis before committing, I am in general support of this policy change. Improving transparency of basic IP transfer data is a good thing for the community for the aforementioned reasons. Particularly to improve the accuracy of transfer activity stats, trends and analysis.

And I like that LRHs are not forced to opt-in, though there will be a clear incentive to do so in order to have a LR transfer verified by the RIPE NCC.
I expected to see opposition from the LRHs if this proposal would have included any limitations. That is why, on purpose, this policy proposal does not limit any of the rights of the LRHs.
