Even better, remove the requirement completely as it's pointless.
Couln'd agree more. This requirement does nothing for actual IPv6 deployment. It just forces people to fill out another form and pimp statistics. That's what we call "window dressing". If and when people want to deploy IPv6, they will request IP space for this. If they don't, having a net block lying around doesn't make them deploy any sooner. IMHO. YMMV.
