Of course, this will depend on the rate at which new members join the RIPE NCC and so it is difficult to make accurate predictions. Consensus has been reached on 2019-02, "IPv4 Waiting List Implementation".
This proposal aimed at creating a waiting list based on an allocation size of /24 once the RIPE NCC’s free IPv4 pool is exhausted.

We estimate that this proposal will take around one to two months to fully implement.
