Depends on your definition Andrei. Once upstream ISPs insist on ROAs, the choice of opting in (or out) is made for you.
I don't think they'll adopt this quickly. It's a new technology, not widely supported by vendors yet (on all platforms used for routing, that means not only "flag ships"), some large operators are also conservative in terms of any changes, even in running software... It's also a bussines case - upstream ISPs will not force their customers to RPKI. They'll loose their money, if they will... Even I'm supporting this technology, I don't make illusions here. Lessons learned from "speed" of IPv6 adoption should be taken in account. So this technology should be handled as opt-in... - Daniel
