Well, it depends.... As long as the operation (i.e. the resource access policies) of the RIRs is mostly influenced by the existing user community (ISPs and other *existing* stakeholders) I can understand people to argue in favour of establishing alternatives. But that is partially off-topic in this context. Wilfried.
