I think higher the prerequisites wouldn't be a problem
The problem is that he is against the proposal is very interested in saving IPv4 space instead of start thinking that incentiving IPv6 could be a solution to slow down the allocation rate.
I think for most people is a matter of money: no more IPv4 no value in it. With IPv6 deployed and available no problem with IPv4 exhaustion.
