I agree that there should be a specific and well-defined policy. But I think that this policy does not need to be restricted to anycast services.
We don't *want* a "everybody that doesn't like the current policy can just get addresses under the execptional policy"-policy. A specific problem needs solving. Besides this, the current policy works well.
