ICANN isn't special. They don't offer any infrastructure services. However, ARIN and RIPE maintain resgistry databases which are published in the form of a whois directory.
as does icann. face it. everybody thinks what they are doing is special and what others are doing is less special. this is called the grazing of the commons. and, in this case, the grass is the routing table. because denic is so <blank> as to be unable to find an old unused swamp C, does not imply that global allocation policy needs to be changed. randy
