I believe that your argumentation holds; "critical infrastructure" is something very personal, and "public"...what's public? Isn't google a public service, too? Or Yahoo? Or ebay? Or ... I favour concentrating on the anycast argument, I think, the best we could do is an allocation block from which all "anycast assignments" can be made (thus not filtering beyond /24s from this block would be easier) and it would of course be perfect, if CCTLDs joined each other in hosting anycast boxes.
