This would support the interpretation that any assignment out of this pool is for IXP use only. -649 doesn't, though, explicitly require an IXP to return that space except in the specific case of getting a larger assignment. With all the horses biting each other over the empty cribbage like we've seen recently, it may be a good idea to state this requirement more explicitly in order to ring-fence the pool. Full disclosure: I was tangentially involved in winding up an IXP not long ago, and it was not clear to me until now that the assignment could not be transferred (even to another IXP). rgds, Sascha Luck
