Some have raised the concern (in other lists) that the ID is expired, so I'm telling that before it comes back here again. The way the policy proposal is written is to avoid entering into implementation issues (which as said, I believe should be decided by the RIRs staff), and thus in principle, if the authors change implementation aspects, the policy proposal don't need to be modified. I'm getting very confused - If I understand the situation at this point in time this is a policy proposal in the RIR process that is based on a document that is actually in preparation at this point in time?
If this is indeed the case then possibly you might wish to consider suspending the policy proposal until such time as the document is completed.
