[address-policy-wg] Assignment window vs allocated space vs "bought" IP space?

Earlier today a friend with a new LIR got confused by assignment window (21) vs allocated address space (/22). That trigged another question for me. If that LIR somehow got their hand on another /20 from somewhere that is not RIPE, does the same assignment window apply to that /20 ?
