All you can achieve here is "spread the unhappiness". Accusing the NCC will not solve the problems in Ucraine or Crimea. Again: what are you trying to achieve? Get the NCC to refuse service to new LIRs that are being established in crimea, and who will not be able to provide ucrainian papers today?
