One idea could be: «If the LIR doesn't have any other IPv4 allocation made by the RIPE/NCC (before the run-out phase) besides the /22, if a merge process is needed, the /22 is automatically returned to the pool».
Defining a policy to stop hoarding while allowing legit. usage is the hard part. Even if you insist that you want to see the prefix in the global routing table and want pingable targets brokers will full any of those requirements with ease. There is propably no way to stop hoarding without also hurting legitimate business.
