That's exactly right. One of the joys of working through consensus is that you keep going until, well, you reach consensus or you give up. This is one (of several) limitations that got introduced into the original policy proposal in order to get everybody to agree. As this was the first transfer policy to get accepted, other regions had an opportunity to look at our train wreck and subsequently did a better job.
