You're 20 years late. There are no resources in IPv4 to support this anymore, therefore it's buy IPv4 space (on a market that shouldn't be there in the first place) or become an LIR (better hurry, IPv4 number resources are scarce already) or prepare to renumber in case of LIR closure.

Technically, that's true. Feel free to send a proposal according to RIPE's PDP.
3. Even end-user using address from PA and address block /24 or greatest, we should change policy to allow conversion PA to PI for allocated to end-user's addresses if LIR placed under deregistration procedure.
For already stated reasons I do not think that's a way to move forward, but anyone may supply any proposal via the PDP to discuss it within the RIPE Community.
