Alternatively, members could petition the RIPE NCC board to raise the New LIR sign-up fee to 10 or 15 times the current level. That should stop this in its tracks as well and would still not be a huge barrier to new entrants. Not 10-20-30-40 times, but up to cost of buying /22 on the market, which is about $10k.
$10k for /22 is the speculative price of 'virgin space' offered for spammers, who buy /22 and then burn it out on every blacklist in the World, making the addresses practically unusable for long time. Who havinghealthy brain is buying /22 for $10k, for 'normal' purposes, if he can buy with no questions /22 by just opening a new LIR? -- Tomasz Śląski tom@kebab.org.pl
