What is a "national IR"? National Internet Registry? What about corporations that fall outside the nation boundary? Who controls the national IRs? What are the rules they operate by? What do we gain with this over RIRs?
For example, in my draft you actively ignored, I wrote: For example, some TLA may be supplied from RIRs with bidding. Some TLA may be allocated to each country (proportional to the population of the country) and delivered with the countrie's policy.
