Apart from this, it seems prudent to wait until draft-ietf-idr-as-representation-01.txt will become an official standard. Then it can be properly quoted.
Since it is not defining a protocol, it is more likely to become a BCP anyway.
FWIW, it's being considered currently as Standards Track, not BCP or Informational, although either of those would likely work for this purpose as well. -danny
