Please, take a look at hosting providers. Changing thousands of domains and sites (probably not under his control) is a Really Big Problem.
Most (if not all) larger hosting providers I know are LIRs, so this question really doesn't apply. And for smaller hosting providers, this can be done - yes, it's painful, but the alternatives are also painful. When asking for "PI-for-everbody" keep in mind that everybody *else* has to pay the cost, and if the pain level gets too high, might just decide to drop "PI-for-everbody" routes..
