the purpose of the last /8 policy was to let new entrants have teenie
bits of ipv4 to join the internet, which will require v4 for a long
while.
I cannot be against this. But if it was so easy someone should explain why existing LIRs already holding address space can submit a request for one /22 from pool after 09/2012
Not discriminate between LIRs sizes is a point but for competitiveness we can't say a /22 is enought to survive on the market today.
