Right now, this does *not* work effectively because the internet routes around such censorship attempts and there is no LEA that can reach *everyone* in the world. This policy proposal changes that.
Not really. You would also need laws in each country that force network operators to use RPKI evaluation without applying any whitelisting or exceptions. If such laws can exist, laws that do the same according to a government-defined blacklist can also exist. - Sander
