The latest auctions by the Ministry for children, education and gender equality - national agency for learning and IT (https://ipv4.stil.dk/) show a "good" example of "returning" the address space to the RIPE pool.

And if these kind of members would actually return the space then I think these kind of proposals would have no meaning.

rather than speculating, maybe someone from the RIPE NCC could provide
information on how much address space has been returned to the registry
over the last couple of years?
