PI is currently scored in the year of assignment, and then never again, so it's not "fully free", but after the initial cost, it is - so the term "basically free" is appropriate.
Yuck. And our RIPE DB guy actually knew this; maybe I should have talked to him earlier. Anyway, this particular way of pricing resources (or adminstrative overhead) certainly had a rationale at one point. The question is whether it still applies.
