I hear you, but that argument can be twisted around into "why are you not permitting access to new market entrants to your IXP? don't tell me stories about 'no IPv4 addresses for the fabric', you had enough time to prepare"... So, if there are no more v4 addresses in the RIPE NCC IXP pool, some unpleasantness will ensue, no matter what.
