If you wand multihomed IPv6 and assign blocks to your customers, become a LIR and get a /32. I'm a sponsoring LIR, and I turned down several times some of my customers asking for PI ressources because I knew that their request would not fit the RIPE policies and that their only way was PA from my space or become LIR. Mainly it's because the cannot justify the space their requesting (for IPv4) or they want to do end-user-assignement (for IPv4/IPv6) which is your case here. I helped some of them to become LIR, they got their /21 PA IPv4 and their /32 PA IPv6.
