Since IMO we still have to have needs assessment for transfers (to allow for inter-RIR transfers), I think it makes sense to allow organizations seeking a transfer to justify their need over a timeframe that is reasonable for business planning, so I support a change to 24 months for transfers.

But either way, what's probably more important is that we adopt an inter-RIR transfer policy.

I say keep it simple (and kill 2012-03). With 2012-06 in place we have
a 12 months period everywhere.
