No, because (hopefully) the prefix filters on the v4 Internet will never EVER allow anything smaller than a /24 to be routed on the open Internet ...
That may well be true Garry. But just think of all the fine dinners and exotic travel that can be had as we talk and talk and talk about IPv4 allocation policy for ever more useless allocation units of ever smaller amounts of v4 space at the NCC. We can't allow reality to intrude on those sorts of policy discussions. :-)
