I've discussed that one before in ENOG. I've heard a concern that an ISP is not really going to figure out the usage of leased IP addresses, and if at some point the backup address in VRRP would start to be used separately for its own purposes, the ISP would miss that. So, like I said, there's apparently no real reason to be so specific about those borderlines.

The issue with common sense is that common sense just doesn't scale. I've heard about 5 different opinions on this one already in ENOG.
