And here an example of a policy with a specific Legacy holder part in it, the policy: Resource Certification for non-members : https://www.ripe.net/participate/policies/proposals/2013-04 2013-04 provided a way to include legacy holders into the RPKI system, by requirement that there is a contractual agreement in place with the RIPE NCC. There is no contractual basis on which to "fix" anything here. Legacy holders that are willing to change their resources into regular RIPE space can do this today.
