I personally think this will only increase the effort to get that biggest block availlable, in a time when v4 is running out, i think some will use any trick availlable to get the last free (v4) ip:s.
I think this will happen regardless. Waiting for a strategic moment to file that /large request is currently the obvious way to ensure this and is what I'm trying to prevent.
