I don't think it is a problem I don't believe the policy should refer to any type/implementation of Anycast.
If you assign a /24 instead of a /23, you rule out certain implementations. You can't reliably run cross-AS local nodes with a single /24 because a preferred, non-exported prefix typically suppresses announcements of the prefix---even if a non-preferred prefix exists which could be announced.
The purpose of the proposed policy amendment is two fold. 1. To expand the policy to cover enum aswell as TLD's. 2. To expand the usage from one nameserver to up to four nameservers. I think you raise a valid point above and this may be something that the working group needs to discuss further (maybe with input from the routing-wg) however I believe this is out of scope of the current proposal and if you feel this is important it could/should be submitted as a seperate proposal.
