I would be wary of policies that provide advantages to incumbents (people who already have IPv4 or can get it in the next few months) over newcomers. IP networks used to be on the newcomers side and I kindly request those who remember to remind themselves what they thought of the incumbents (not to mention what other parties in charge of "fairness" might think) Joao
