Technically, yes, if a) we permit PI transfers (proposal in the works),
and b) the RIPE NCC has given out a /32 PI.

If RIPE NCC has given out a /32 of PI, I'm fine with it being transferable.  I'm more concerned about lots of people attempting to carve out and transfer (to end users) IPV4 /32s from larger blocks.

End users reciving PA space have no transfer rights whatsoever, that space
can only transfered by the PA holder (= the LIR).
