1) I've some issues with the language of the proposal, namely the idea of "mitigating wastefulness" by prescribing or proscribing certain concepts and practices either by the NCC or the community. I believe that everyone runs their own network at the end of the day and neither the NCC, the membership nor the apwg community are qualified to judge individual members' network design decisions. 2) There is some issue with transparency if the text is removed as proposed insofar as there is, then, no guidance whatsoever on how an alloc request >/29 is judged. Perhaps this can be addressed in the NCC Impact Statement. 3) I'm inclined to support this proposal, however, if these issues are addressed. rgds, Sascha Luck rgds, Sascha Luck
