A plan isn a plan and not a commitment, though.
No-one's going to take the LIR's space away if they miss the target. On that basis, we know that this requirements is purely a form of words and has no real value.
I don't agree with you here. If you run a grocery store (or other non ISP business) it might be hard to show believable plan for making sub-allocations or assignments... And there is no target anymore, so there is nothing to miss ;-) - Sander
