Reading the draft… This sentence: "Any holder of Autonomous System (AS) Numbers is allowed to re-assign AS Numbers that were previously assigned to them by the RIPE NCC or otherwise through the Regional Internet Registry System." …reads to me that transfer or reassignment is allowed inter-rir...I may be missing bits of policy here that explicitly disallow. I agree in principal with resource transfer but would like to see some more discussion about the removal of the requirement to return unused resources to the RIPE NCC. This is a substantial change to the current policy which hasn't yet been commented on. Nick
Hi Nick, Gathering resources just for the idea of collecting resources isn't what is intended in any of the transfer policies. Not for this one, or for the others ... The intention as explained for the policy for both v6 an AS numbers is to enable companies to actually consolidate their LIR's or resources. Currently that is not possible as they might not fit the profile of the operational procedure for M&A's ... The intention is also still in the policy proposal, as the 'must return' is replaced by a 'should return', and not removed. This is to avoid an issue in the policy where a transfer is initiated and the RIPE NCC would read the policy as if that particular company would not need the resource anymore and de-register the resource. I can't say or predict that this policy change will bring more or less unused resources back to the NCC .. Nor is that the goal. It is however my expectation that more resources will come at a place where they will be used ... Dear AP WG, the review phase for 2014-13 has ended. Given the number of comments in review phase, I can say we have quite strong support for the proposal. There was one discussion item about the requirement to return unused numbers to the NCC, which is changed from a "MUST" to a "should" - this was answered by the proposer, and no further discussion happend. So I assume this is addressed. So, I declare we have consensus, and move 2014-13 to Last Call. Marco will send the formal announcement for that in the next days. For reference, a list of people that voiced support or opposition (or something else) in the review phase is appended below. This is what I have based my decision on. If you disagree with my interpretation of what has been said and the conclusion I have drawn from it, please let us know.
