Yeah, the PDP is a bit heavy on "make sure that there is enough backing of the community, so nobody sneaks through anything while people are not looking". The need for extra input in the review phase is due to the fact that the proposal text might change between discussion and review phase, and also due to the impact analysis, which might change someone's opinion. Now, for 2012-09 and 2012-10, these are somewhat unusual - overwhelming support in discussion phase, no textual changes going to review phase, and an impact analysis that basically says "no impact" - so I can see that it feels a bit silly to have to re-state support again. Agree... is this painful enough that we need to change it?
See my other e-mail on this topic - it serves a purpose, as the proposal might have changed significantly when entering review phase, or the impact analysis might have turned up some "unintended consequences". Plus, usually there is not so strong "yes, make it happen, now!" support in the discussion phase, but more of an actual *discussion* :-) These two proposals (2012-09 and 2012-10) are untypical. The same as for 2012-10... need to re-state the support in Review phase, even though many of folx stated it in Discussion phase. This procedure is not the best one possible, people usually are not very happy doing the same thing twice. Cheers, Jan
