This is nit-picking, but for the sake of clarity:

2.7. Utilization

A /24 can't number 256 hosts; it can number 254.

Well, for the purposes of this draft, it's probably best to understand how the RIRs themselves measure utilization. Surely, they just count the raw numbers and don't try to exclude broadcast addresses and such. Thomas
