It seems you want to verify that a human reads the abuse box.
This is actually a very bright proposal in view of the next generation economy.
Everything would be machine learning and automated; cab drivers, delivery folks, factory and construction workers would lose their jobs; but we could then still adopt thousands if not millions of people, because there would be a requirement that abuse mailboxes would be to be handled by humans only.
Science fiction warns though: at some point, an X-ray and MRI scans might become necessary to ensure compliance.
