I fully support the 2019-03 proposal. Even if the final decision is in the sense that  "RIPE is not the Internet Police", nothing should prevent RIPE of being a reliable source of verified information on fully confirmed proofs about entities incurring in BGP hijacking practices. Also, nothing prevents RIPE of recommending the consultation of certified and justified reputation information whenever people engage in business relationships with new "unknown entities". In my opinion, RIPE could be the support organisation of that repository. Just my two cents ...
