For the record (and having some substantial knowledge in this particular area) let me just say that Suresh is right, but only in so far as he attached the word "extremely". Here in the ARIN region, the questionable aqusition of sizable netblocks "solely for net abuse' is also unfortunately widespread (and one might even say rampant) but the size of the individual blocks tends to be smaller... but there are more of them. Innumerable /24s in ARIN-land have gone over to the Dark Side, and even the occasional recycled /16. But I do sort-of recall one particular brand-spankin'-new /15 that got assigned out of RIPE space... not really that long ago... to some Romanians, I think, who promptly filled the whole bleedin' thing up with snowshoe spam domains. That certainly was eye opening. But I don't think it is productive to call out any particular RiRs for doing less than what could be done to fight this sort of thing. There is plenty of blame to go around, and blame ain't gonna solve the problem. Regards, rfg
